LOWER TAXES
You know that taxing previously taxed income on past hard-earned income is simply wrong. That is why I helped pass a bill that in the next six years eliminates this double taxation on Social Security, military retirees, firefighters, teachers, railroad workers and federal employees.
Protecting the 2nd Amendment
You know you have the right to own a gun and use it for self-protection if needed. That is why I voted for and helped pass legislation that prevents local or state government entities from taking your guns away during a state or national emergency, as tragically happened in the aftermath of Hurricane Katrina. We also passed into law the right to bear arms for self-protection in a person’s home or property without fear of being subject to a lawsuit if the intruder is harmed.
PROTECTING LIFE
You know a clear line must be drawn to ensure we protect life, whether born or unborn. That is why I voted and helped pass into law a comprehensive bill that upholds and protects the value of life in our state.
Here are the highlights:
- Abortion providers will now be subject to the same regulations as other outpatient surgical centers to ensure safer procedures for women who do choose abortion.
- Allows schools to have more options when teaching sex education if that is part of their school curriculum. The options include teaching only sex abstinence education or comprehensive sex education. Empowering our local schools with more options and more autonomy in their local decision-making process is the best approach.
- Bars organizations that provide abortion services from providing sex education materials or instruction to schools. It is extremely inappropriate to allow any organizations involved in the service of abortions into our public schools. This provision draws a clear line on this sensitive issue to ensure there is no question regarding the teaching of the sex education material in the classroom.
- The “Missouri Alternatives to Abortion Services Program” is established and will allow the state to contract with organizations like the Pregnancy Care Center (PCC) in Springfield, who help women trying to learn more about their pregnancy, make fully informed decisions. Organizations like the PCC have helped many women, who might otherwise have decided to have an abortion, choose life for their unborn child.
CREATING JOBS
You know we can create an upbeat economic environment in Missouri when we remove the hindrances that deter job growth. That is why I voted to continue on the success of the Quality Jobs and Enhanced Enterprise Zone Act which have created 93,000 new jobs in our state in the past two years by improving tax incentives for employers! Rather than spend your taxpayer dollars on unemployment, this bill gives Missourians the opportunity for good, high paying jobs. Growing our job market helps insure everyone a brighter future and better tomorrow.
Here are the highlights:
- Continuing on the success of Quality Jobs will allow companies tax incentives if they create a certain amount of jobs that pay as much or more than county average wage. The business must also offer health insurance and pay at least 50% of the premium. Here in the Springfield area, over 325 jobs have been created since 2005.
- The Enhanced Enterprise Zone partners local governments with our state government when a company invests new money into their business facilities and creates new jobs with health benefits paid for partially by the employer and receives state tax credits for the investment. A good example here locally is the T-Mobile call center, which took advantage of the Enhanced Enterprise Zone program and created over 600 new jobs.
SAVING YOUR MONEY
You know it makes sense to set aside money in our state budget to plan for probable revenue shortfalls in the future. That is why I helped pass a responsible budget that sets aside an additional $200 million to avert these expected budget shortfalls in the future. In the past when state revenues were less than expected, our public schools have born the brunt of the blow. The winners of one day’s budget surpluses were the next day’s losers. Just as you put aside money for an emergency at home, we have done the same thing for our state.
ENGLISH AS THE OFFICIAL LANGUAGE
You know that keeping English as our unifying language in this state matters. That is why I voted for and helped pass a proposed constitutional amendment that will allow voters in the November 2008 General Election to vote to add it to our state constitution. Upon voter approval, this amendment would solidify English as the official language of Missouri. If enacted, this legislation will not outlaw other languages but will require English to be used in all state, county or city government proceedings. Common sense tells us that we need one common language for all official proceedings in our state to ensure as little confusion as possible. This proactive legislation will benefit our public schools, city halls and courthouses. It is my hope that we will be able to pass this piece of good legislation as a state and ensure English is our official language.
